The city of Lianyungang in east China’s Jiangsu province has sparedno efforts to step up high-quality development and strive to create an important growth engine for the province’s high-quality development.

In Xuwei New Area, a petrochemical industry worth hundreds of billions of yuan is emerging. Shenghong, Satellite, and Sinochem industrial clusters have gathered 34 major industrial projects, ranking among the top ten in China in terms of annual output value.

As a leading enterprise, the Shenghong Refining and Chemical Integration Project runs through the entire industrial chain of crude oil refining and high-end chemical industry by gathering green elements from low-carbon production to clean energy, and promoting the accelerated rise of the entire petrochemical industry towards the trillion-yuanoutput value target.

“We have two major advantages. The first is zero oil, with a processing capacity of 24 million tons in the second phase of our refining process. The other is the introduction of nuclear heating, which can achieve the goal of zero coal consumption and reduce carbon dioxide emissions by approximately 2.13 million tons per year”,Yu Huiyong, Vice President of Shenghong Petrochemical Industry Group, said.

The first quarter confirmed the strong momentum of high-quality development in Lianyungang with its gross regional product growing by 9.5%, 4.8 percentage points higher than the province’s average growth rate, ranking first in Jiangsu.

In recent years, Lianyungang has taken the construction of major projects as a starting point to build industrial clusters for new medicine, new energy, new materials, and high-end equipment manufacturing. At the same time, Lianyungang has adhered to innovation-driven development by building a science and innovation corridor on Huaguoshan Avenue, and launching carriers such as a marine resources development technology innovation center. With the proportion of R&D investment in GDP ranking first in northern Jiangsu for three consecutive years, Lianyungang is climbing toward the middle and high-end of the industrial chain and innovation chain.

“At present, we focus on the manufacturing of new pharmaceuticals, new materials, and high-end equipment as the leading industriesbyfully utilizing innovative resources such as the large scientific installations of the Chinese Academy of Sciences at the Chinese Medical Port, and actively promoting the development of strategic new industries. The strategic emerging industry has now accounted for about 80% of the economic share”,Wan Jun, Deputy Director, Lianyungang Economic and Technological Development Zone Administration, said.

Since the implementation of "the Belt and Road" cooperation initiative, Lianyungang has seized the development opportunities brought about by the major national strategies, improved the development of Sino-Kazakhstan logistics cooperation bases, SCO sea-going bases and China-EU international freight trains, built more than 70 10000 ton berths and wharves, and 85 port routes have access to major national ports along "the Belt and Road", realizing the seamless connection of deep-water ports, ocean trunk lines, Trans-Eurasia logistics, and logistics stations.

“We have operated over 5000 international freight trains connecting 26 countries. In the next step, we will set up offices in countries along “the Belt and Road”to explore these markets”, Zuo Xuemei, General Manager of Lianyungang Zhongha International Logistics Co., Ltd., said.

Strengthening the development of industries and ports has profoundly changed the economic landscape of Lianyungang with clearly visible emergence of the new modern industrial pattern of "one body, two wings".

In its southern wing, the trillion-yuanpetrochemical base in Xuwei New Area is ready to be launched. In its northernwing, and the marine equipment manufacturing in Ganyu District is constantly releasing momentum. The strategic emerging industries such as life and health, advanced materials, and other key industries in the central urban area are accelerating the leap of the industrial system towards modernization.

Shouldering a major mission, Lianyungang is elaborately drawing its own development blueprint. By 2035, the port city will achieve socialist modernization simultaneously with the entire province, with its main development indicators exceeding the province’s average level, and its comprehensive strength ranking among the middle and upper reaches of the coastal cities.
